Ive been trying to make my own

I've searched many websites trying to find a good program to make my own pokemon rpg, but its getting hard to do.
I found one free one, but it seemed to rely on a paid version of rpg maker for the maps and almost everything else.
if anyone knows of a free program, that lets me fully make the game, could you let me know?
I'm trying to make my own maps, story, and characters.
