new rule for the forum

i think we should add a rule to the forum where you cant talk about hacking. it just seems like a rule we should have. and i put it here instead of the forum suggestions because i thought this should be in a more private section.
and i think we should change it so the topic name doesnt have to be 10 characters or more.
